(2) recycling is the preferred method. It is required that 60% of all types of packaging materials can be recycled within 10 years, and 90% of garbage should be utilized
(3) heat energy generated by incineration is also considered as utilization
(4) after 10 years, 60% of all packaging materials should be recycled and 90% of all garbage should be used

(6) in the process of 10 years, the collection, classification and recycling of packaging waste should continue to progress
(7) the required funds should be solved by taxation or other economic methods
(8) establishing the protection and management equipment of the supervision institute has become an effective cost reduction mechanism for enterprises and institutions to prevent policy deformation
(9) some enterprises can be exempted from this tax if they can guarantee to recover all their packaging waste

although the sustainable development of food packaging industry is only a small branch of the grand plan of national economic development, its meaning and content are common. Therefore, it is suggested that:
1 Establish and improve laws, regulations, implementation rules, and standards at all levels
a. systematic decrees, regulations, detailed rules for implementation, and various standards at all levels should be coordinated with perfect content, and the implementation will not produce misunderstanding or confusion. Reduce the occurrence of "judicial interpretation"
therefore, when formulating relevant documents, we should strive for the participation of more government and non-governmental departments, widely solicit opinions from all sides, and brainstorm
b. laws and regulations should reflect the principle of fairness. But this fairness should be practical rather than superficial. For example, when determining the economy that enterprises should bear, we should distinguish the degree of environmental pollution and the difficulty of governance according to the sudden reduction of the consumption of resources and energy in the industry. The same standard should not be adopted in order to save trouble
c. regulations should reflect the principle of openness. The environmental protection treatment fees paid by food packaging and other industries shall be applied to the treatment of this industry in principle. It should not be "uniformly arranged" or even used for other purposes
d. the terms used in regulations should be considered. It is best to use the name of "environmental treatment fee" and avoid using the name of "environmental surcharge". The implementation of the two is very different
e. the implementation of laws and regulations should be more humanized. Don't "substitute punishment for punishment". If an enterprise has pollution treatment equipment and does not use it, it will charge your treatment fee on a daily basis according to the daily depreciation fee of the fixed assets of the equipment plus the operation fee, which will be directly transferred from the bank, and a small amount of fines will be imposed at the same time. Once the collected amount is enough to rebuild and operate the processing equipment, the relevant departments will help you build another set of equipment and put it into operation. Your original equipment can be sold to relevant units at a discount
the expenses of the non staff supervisors required shall be solved from the fines
in this way, in addition to inspecting such light directly driven flights, it can not only strengthen supervision and expand employment opportunities, but also make the punished enterprises speechless from the legal and moral levels
at the same time, it can reduce the corruption phenomenon that may be caused by "punishment instead of treatment"
F for loss making enterprises, the method of "bank advance" can be adopted, and to a certain extent, it will be handled according to the "bankruptcy law"
g the basic principle of regulations should be "Whoever pollutes, who governs". The treatment of food packaging waste is first of all the food packaging industry, but the food industry also has some problems
circular economy and packaging waste treatment should start from the source
definition of source: the unit that makes profit from packaging for the first time
for example, paper aluminum plastic composite materials, metal barrels or cans, cartons, composite plastic bags, disposable packaging bags and other sources are packaging manufacturers. In addition, PET bottles, HDPE bottles, self canning and self-use packaging materials are sourced from packaging material utilization enterprises (beverages, dairy products, mineral water, etc.)
the source enterprise should be responsible for the governance work. Distribution enterprises refer to enterprises that import packaging materials
downstream enterprises are involved in the further pollution of packaging, for example, the pollution caused by the unclean pouring of leftover milk or drinks, so they should bear the corresponding joint and several liabilities
the way to undertake can be (1) the source enterprise organizes its own national recycling network; (2) The source enterprise pays a certain fee, and the China Packaging Federation organizes a national recycling network; (3) Enterprises that are unwilling to participate in the above recycling network pay environmental protection fees or sewage charges to the state
this approach is similar to the dual track system being implemented in Germany and the European Union. This method reflects the principle of small government and big society, and conforms to the spirit and requirements of the central government. At the same time, the Federation can better undertake some specific tasks for the government and provide more and better services for enterprises
